Good Cause Eviction 2026

This training reviews the Good Cause Eviction Law (GCEL) passed in 2024. Under the new Good Cause Eviction law, New Yorkers have the right to continue living in their homes without fear of unreasonable eviction or extreme rent increases. In many situations, tenants of market rate housing are now covered by more expansive protections. In this training, participants will learn about the the text and structure of the law, case law that has developed in last two years, and any unresolved questions about the law.

About the Faculty

    Ellen Davidson (Speaker)

    Ellen Davidson has been a staff attorney at The Legal Aid Society since 2001. She was a housing attorney in the Bronx Neighborhood Office for five years. She has been an attorney in the Civil Practice's Law Reform Unit since 2006 where she has focused on federally subsidized housing.

    Jacob Malafsky (Speaker)

    Jacob Malafsky (he, him) is a Deputy Director in the Housing Unit at Queens Legal Services. Previously, he was a Supervisory Attorney at QLS, where he represented and advocated on behalf of tenants facing eviction. Jacob is a 2014 graduate of CUNY Law School. Prior to joining Legal Services NYC, he was Coordinating Attorney for NYCHA Administrative Hearings at the New York Legal Assistance Group and a Staff Attorney at The Legal Aid Society. He is admitted to practice law in New York State, the Southern District of New York, and the Eastern District of New York.

    Roland Nimis (Speaker)

    Roland Nimis is the Director of the Housing Unit at Bronx Legal Services. He has worked at Bronx Legal Services since 2015, starting in the Disability Advocacy Project and moving to the Housing Unit in 2016, where he was promoted to Deputy Director, and now, the Director of the Housing Unit. Previously, he worked as an attorney for the Social Security Administration. He received a B.A. from the University of Wisconsin in 2011 and a J.D. from Vanderbilt University Law School in 2014.
