NYCHA Administrative Hearings: Tenant Defense and Advocacy

This introductory training will focus on defending and advocating for tenants in NYCHA administrative hearings. The trainers will examine the grounds and procedures for termination hearings and tenant grievances, discuss negotiations and settlements, and describe update on recent policy and case law developments. Participants will learn about the basic hearing procedures and the rules/regulations that govern them and how to devise litigation strategies.

    Maura McHugh Mills (Speaker)

    Maura McHugh Mills has been with Legal Services NYC since she graduated from Fordham University School of Law. She is dedicated to social justice work and committed to housing rights and public benefits access. She spent a large portion of her time as a staff attorney at Legal Services NYC-Bronx and then transitioned to Brooklyn Legal Services in 2014. Maura lives in Brooklyn with her partner and two children.

    Coco Joly (Speaker)

    Coco (she, her) is a Deputy Director in the Housing Unit in Brooklyn. Coco served as a law clerk in the Special Civil Part in the Superior Court of New Jersey for the 2013-2014 term. After clerking, Coco started as a staff attorney in the housing unit at Bronx Legal Services in 2014, and transferred to Brooklyn in 2017. Coco received a J.D from CUNY School of Law in 2013 and a B.S. from the University of Vermont in 2007.
